A car that is unloaded and then reloaded without having been removed from the consignor’s / consignee’s premises whether or not a release was given to RJC when the car was empty.

When applicable to shipments held in cars, shall embrace all tracks which this railroad provides for its own uses and purposes of for general public use, all other tracks located inside its right-of way, yards, or terminals, except tracks located within the confines of property owned or leased by an industry.
